Final draft update to the Southwest Coastal Community Plan

Cities and counties in Oregon are required to have a comprehensive plan that addresses the applicable Statewide Planning Goals. Clatsop County adopted its original Comprehensive Plan in 1979-1980. The plan consists of six community plans and 18 goals.

The goals and policies of the Comprehensive Plan are implemented by the Land and Water Development and Use Code (LAWDUC).

The updated plan will replace outdated information and consider growth over a 20-year planning horizon, projecting out to 2040.

In June 2019, Citizen Advisory Committees (CACs) for each planning area were appointed by the Clatsop County Board of Commissioners to represent the specific needs and interests of the planning areas and recommend updates to their respective community plans.

A Countywide CAC, including liasons from each planning area, reviewed the overall Comprehensive Plan goals and policies. All meetings were open to the public and included opportunities for public comments and input.

The six planning areas in Clatsop County are:

  1. Clatsop Plains

  2. Elsie-Jewell

  3. Lewis & Clark, Olney-Walluski

  4. Northeast

  5. Seaside Rural

  6. Southwest Coastal Community (Arch Cape/Falcon Cove Beach)

The Clatsop County Planning Commission is in the process of reviewing proposed updates to the countywide planning goals, and will soon begin reviewing the six community plans.
